The Maritime Republics included Venice, Genoa, Pisa and Amalfi. These Republics were built on trade and maritime power, with trade routes being established through naval force, usually in conflict with one another. This is the cradle of the banking industry, with the first bank established in Venice in 1157, as well as the centers of shipbuilding.

==Mundane affairs==

The mundane affairs of the Roman Tribunal have been unsettled and in a state of a great deal of fluctuation since the fall of Rome. For centuries the Byzantine Empire held on to portions of Italy, the rule of which has been contested by Saracens who had been seizing control of Southern Italy. In the eleventh century Norman soldiers removed both of these foreign powers from the shores of Italy, and established their own dynasties instead, which became integrated with the Holy Roman Empire by marriage towards the end of the twelfth century.
* Kingdom of Sicily
:This collection of states conquered from the Byzantines and the Saracens by the Normans before being joined with the German Hohenstaufen Dynasty by marriage is the largest and best organized state in the Roman Tribunal.
What few natural vis sources remain are well known and claimed by the older covenants. More commonly vis sources refer to some form of trade or import- the Redcaps receive vis from their role as messengers and deal brokers, as well as banking.
The Lombardy League is a collection of city states in northwestern Itally which have banned together on several occasions to resist the rule of the Holy Roman Emperors which had established rule over Italy in 1158, the Lombardy League first formed in 1167 and has established partial independence since 1193 when the Peace of Constance allowed the city states to swear fealty to the Holy Roman Emperor, but were allowed their own local rule. The ceased fulfilling their obligations in 1197 at the death of Emperor Henry VI. This has been unchallenged since then, but conflict is on the horizon as Fredrick II was elected King of the Romans in 1212 and swore to go on crusade, for which he will be depending on the fealty of the city states of the Lombardy League to supply money and troops. In the past the pope has supported the League as a check against the power of the Holy Roman Emperor, but it appears at this time he will support Fredrick II attempts to raise troops for crusading.
Not long after however Pope Innocent III attempted to claim the whole of Tuscany as papal lands, and attempted to coerce their submission with interdictions, denying public rites and ceremonies to the citizens of cities which did not surrender. After seven years the pope finally relinquished this claim in 1205, allowing Tuscany to self govern with the cities of Lucca, Florence, Sienna effectively ruling along with the Castles of Prato and San Miniato, as well as the Bishopric of Volterra.
