It, along with Warehouse 23, is owned by Steve Jackson Games but sells products from other gaming companies, including the Ars Magica line from Atlas Games. Up until February 2014, links for PDFs on Atlas Games' product pages went to e23. The two websites have since consolidated into Warehouse 23, which now sells both physical and digital products.
From late 2006 until 2014, Atlas Games ceased doing business with RPGNow due to "less attractive business terms", and moved to e23 instead. During that period, all legal (for-money) PDF downloads were available exclusively through e23.
