The foederati (singular: foederate) are magi from other tribunals bordering the Transylvanian Tribunal who have opted to join the Transylvanian tribunal and accept the hegemony (and protection) of House Tremere. Such magi are given special privileges that allow them to maintain some of their own customs and ways. All foederati are nominally members of the covenant of Pannonia, a long destroyed covenant. They are scattered through several oppida. The rights of the foederati are detailed in Against the Dark 17.
